PRINCIPAL FUNCTIONS
The Head of the Demilitarisation Inspections Cell (DIC) leads the Inspectorate Division’s technical activities related to the conduct of Article IV and V inspections. Under the direct supervision of the Director of Inspectorate (DOI), the Head of the Demilitarisation Inspection Cell has the following roles and responsibilities:
Implementing the Annual Demilitarisation Inspection/Verification Plan
- Working alongside the Operations and Administration Branch (OAB) and Mission Planning Co-ordinators therein; the Head of the Demilitarisation Inspections Cell ensures that Inspection Teams are adequate to effectively conduct Article IV and V inspections;
- Working with the Chemical Demilitarisation Branch (CDB) on aspects relevant to the conduct of Art. IV and V inspections;
- Acting as Inspection Team Leader, when necessary.
Leading and Managing
- Managing performance of all Demilitarisation Inspection Cell staff in his/her capacity as First Appraising Officer;
- Working with relevant units across the Technical Secretariat (TS) to ensure the retention of critical knowledge related to the conduct of Art. IV and V inspections.
- Instilling a positive knowledge sharing culture within the Cell.
- Providing leadership and management of inspectors within the Cell.
- Maintaining the relevant QDOCs (such as manuals, SOPs and WIs) related to Art. IV and V inspections.
- Implementing a robust process for capturing lessons learned from all missions and ensuring lessons identified are addressed.
- At the request of the Direct-General, being ready to lead routine Article IV and V missions and non-routine missions.
Training
- Identifying best practices on CW inspections and on relevant processes and technologies with a view to improving Article IV and V inspector’s training.
- Defining, in conjunction with the CBCP Cell, the training needs of inspectors involved with Article IV and V inspections.
Capacity Building
- Working with the Head of CBCP Cell on INS efforts to support and enhance the International Co-operation and Assistance (ICA) Division’s ability to develop and implement Capacity Building activities with States Parties;
- Supporting INS assistance in response to requests necessitating inspector expertise to support programmes of other areas of the TS, as applicable
Guide and develop cell projects for the purpose of skill sets development/improvement, knowledge sharing and inspection quality control.
Budget
- Leading the planning, preparation and implementation of the annual Article IV and V inspection budget;
- Preparing the costing sheet for Demilitarisation Inspection Cell sub-programme.
Undertake any Special Duties and Tasks as Directed by the Director General (DG)
- Officiate for other appointments of same or similar grade within other units of the Technical Secretariat.
- Assist the DG/DDG/DOI on technical issues including their visits to a State Party(s).
Provide briefing, as required, to the Policy Marking Organs and their subsidiary bodies.

Essential:
An advanced university degree in science or engineering from a recognised institution with background in the field of Chemical Weapons and/or munitions. A First level University degree in combination with relevant qualifying experience (minimum 12 years) may be accepted in lieu of an advanced university degree. High School Diploma degree with equivalent or specialized training and experience (minimum 16 years) may be accepted in lieu of an advanced and first level university degree.

- A minimum of 10 years relevant experience in the field of chemical weapons and/or munitions with an advanced degree, 12 years relevant experience with first level degree or 16 years relevant experience with high school diploma with equivalent or specialized training.
- Experience in international work on chemical defence/disarmament issues.
- Demonstrable experience in negotiating in a technical/diplomatic environment
- Experience of a wide range of working environments (e.g. military sites, remote areas, hazardous areas, industrial installations).
Desirable:
- Knowledge and experience with military installation inspections/auditing, explosive safety, explosive ordnance and/or CW disposal, conventional and/or chemical munitions design and safety and NDE are considered advantages

PRINCIPAL FUNCTIONS
Under the supervision of the Head, Logistics Section and in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, you will perform the following duties:
The Technical Support Officer (TSO) in charge of the provision of technical expertise on the Inspection Equipment, by
- Providing the Inspection Division (INS) and other OPCW staff as necessary, with advice on technical and procedural aspects of the use of and handling the Inspection Equipment, including restrictions and conditions imposed by the OPCW Member States, whenever required;
- Actively participating in the Equipment Issues Working Group (EIWG) to provide advice or feedback on the technical and procurement aspects of the inspection equipment and to implement the decisions taken by the EIWG;
- In close cooperation with the designated staff of the Health and Safety Branch (HSB), Information Systems Branch (ISB), Office of Confidentiality and Security (OCS), and Administrative Division (ADM) ensuring timely and efficient procurement, maintenance and repair of Inspection Equipment;
- Supervising the scheduling and management of planned preventative maintenance of a wide range of equipment, particularly important in relation to CW detectors, GCMS, protective clothing including masks, and other high value items;
- Providing inspectors and other OAB staff with training on the use of inspection and facility equipment, whenever required;
- Assisting and advising other OPCW Divisions and Branches on the technical and logistical aspects of common tasks conducted by the Divisions/Branches and the Operations and Administration Branch OAB);
- Participating in the development and implementation of the Quality Documents applicable to the OPCW Verification Regime;
- Overseeing the implementation of the OPCW Health and Safety Policy within the Equipment Storage facility and advising the Head of the Section on any relevant aspect of maintaining a safe working environment therein.
Manages the process of the OPCW Member States’ familiarization with the Inspection Equipment, by:
- Preparing and processing the required documentation in accordance with the Chemical Weapons Convention (CWC) and the procedures established by the Secretariat for the Policy-Making Organs (PMO);
- Providing the Member States with advice and clarification on the technical aspects of the Inspection Equipment whenever so requested;
- Arranging and conducting presentations of the Inspection Equipment to the requesting Member States;
- Evaluating the certificates or other relevant documents submitted by the Member States in relation to the use of Inspection Equipment and ensuring the equipment compliance with the required terms and conditions;
- Developing and managing the database applicable to the equipment familiarization/certification process.
Manages the Procurement Cell of the Logistics Section of the OAB, by
- Taking the lead in converting user requirements for new equipment capabilities identified by the INS and Verification (VER) Divisions into specifications for tendering by suitable suppliers
- Supervising the procurement activities related to the Technical Secretariat (TS)’s approved program of equipment replacement
- Leading the identification of suitable replacements on the basis of the Equipment Replacement Plan
- Assigning tasks to the Equipment Support Officer related to procurement activities
- Providing the Equipment Support Officer with technical and administrative guidance whenever required.
Assists the Head of the Logistics Section in managing the section, by:
- Providing the Head of the Section with technical expertise on the Inspection Equipment and advice on the requirements for specialized training and certification for the staff of the Section and, arranging the respective training;
- Submitting proposals for the OAB budget in all its aspects applicable to the technical and logistical support of the OPCW inspection and verification regime;
- Acting as the Head of the Section whenever required.
Performs other duties as required.
RECRUITING PROFILE
Education (Qualifications): An advanced university level degree or equivalent in technical science or engineering. The possession of higher education might be off-set against other certified training (e.g. military or civilian) together with an extensive technical expertise on chemical protection equipment, the procurement and related training experience for the use of it.

Experience: A minimum of five years experience in the management and maintenance of complex specialised technical equipment with advanced level degree and seven years with first level degree. Experience with CW detection and non-destructive evaluation (NDE) technology and ABC protection equipment would be a very strong asset.
Essential:
- Demonstrated experience of various technical equipment and services, including for maintenance, repair and upgrading the equipment;
- Experience in determining and writing the technical and functional specifications for technical equipment to be procured or maintained;
- Experience in training and advising end-users on the use of complex specialised equipment;
- Experience in maintaining or overseeing electronic inventory systems;
- Knowledge of or experience in planning, project management and budgeting processes.
Desirable:
- Experience in managing and supervising a group of people of various ages, genders and technical backgrounds;
- Working experience with the UN, other international organisations or specialised technical companies.
- Familiarity with Results-Based Management (RBM).

PRINCIPAL FUNCTIONS
Reporting to the Head, Project Management Team, and in accordance with the OPCW Core Values of Integrity, Professionalism and Respect for Diversity/Gender Equality, the Procurement Officer will execute the following responsibilities:
• Plan and manage all contractual and procurement aspects of procurements for the ChemTech Centre Project.
• Assist the Supervisor and the Project Management Group in coordinating the drafting of supporting documentations for requisitions for completeness and compliance with OPCW Rules and Regulations and adequacy of the works, services, goods and related procurement and contract specifications. Highlight to the Supervisor requests that do not meet requirements, need corrective actions or need taking forward to the Committee on Contracts (COC). Identify and provide recommendations to the Supervisor on ways of developing the optimum type of contract which best meets the requirements.
• Prepare and propose procurement strategies and issue tenders and contracts for works, services and equipment related to the ChemTech Centre project under guidance of Head Procurement;
• Lead the technical evaluation team(s) and evaluate all commercial aspects of bids and ensure that different options and outcomes are considered. Ensure that all steps are taken to maintain the integrity and transparency during the procurement process. Prepare commercial evaluations and recommend most suitable and cost viable suppliers. And, if required, prepare submissions to the COC under the guidance of Head Procurement.
• Draft, negotiate, and conclude high value and/or complex contractual agreements in order to obtain optimum conditions with suppliers under the guidance of Head Procurement. Assist the Supervisor with consulting the Office of the Legal Advisor (LAO) or other relevant contractors of the ChemTech Centre project for legal advice on contracts.
• Assist the Supervisor with keeping the schedule of contract renewals. Liaise with members of the Project Management Group and other relevant staff through written or oral advice on day-to-day procurement matters and procedures.
• Address budgetary and contractual discrepancies in collaboration with the Project Management Group members, and when judged necessary the Supervisor, LAO and/or other relevant staff or contractors of the ChemTech Centre Project. Provide support to the Supervisor as required and bring to the attention of the Supervisor ways of improving the workflow and efficiency of the Unit.
• Keep abreast of new developments in the field of Procurement. Actively seek to improve programs or services and take an interest in new ideas and new ways of doing things.
• Maintain digital procurement records in SharePoint of all procurements. Secure overall proper recording and filing for reference purpose and audits.
• Deputise for the Supervisor during his/her absence.
• Performs other duties as required.
RECRUITING PROFILE
Education (Qualifications):
• Essential: Advanced university degree preferably in Civil Engineering, Business Administration, Law, Supply Chain Management or another relevant technical field. A first level university degree in combination with additional qualifying experience (minimum 7 years) in these areas may be accepted in lieu of the advanced university degree. The lack of a degree may be off-set with relevant specialised training in combination with a minimum of 11 years of qualifying experience.
• Desirable: University degree or qualification in Law.
Required Certification: Additional study or training or a recognised qualification in procurement is preferred.
Experience:
Essential: At least 5 years of related experience in a procurement office including experience in issuing tenders, evaluations and negotiations with suppliers preferably within an International Organisation or Non-Governmental Organisation or national government. Experience in drafting commercial contracts. Experience in applying and managing FIDIC contracts for construction projects.
Skills and Abilities:
• Strong negotiation and persuasion skills;

• Good working knowledge of contract law and expertise in the complex contract issues and in the context of UN policies and standards;

PRINCIPAL FUNCTIONS
Working in the media and public information team, the Public Information Officer, under the direct supervision of the Head, Public Affairs Branch, will:
- Assist in the day-to-day co-ordination of public diplomacy activities involving key stakeholders such as the media, civil society, States Parties, chemical industry, and the public;
- Organise major outreach events (e.g., International Open Days) and serve as the day-to-day coordinator who facilitates the participation of relevant stakeholders, including the media and civil society for key OPCW events (e.g., Conference of the States Parties);
- Ensure consistent public diplomacy messaging across OPCW communication platforms and activities that is subject-relevant, substantial and tailored to specific stakeholder communities;
- Draft and edit OPCW communications to the media and States Parties (through media and press releases) in coordination with colleagues across the Technical Secretariat, States Parties and others as appropriate;
- Vet, coordinate and respond to queries from the media and other relevant stakeholders in accordance with publicly available information or lines approved by the Director-General;
- Expand and maintain the Organisation’s contact database of media representatives and external stakeholders for sustained informational engagement ;
- Collaborate with other PAB team members to ensure appropriate information and messaging for producing high-quality and accurate external communications (e.g., public diplomacy materials, social media posts, press releases, etc.):
- Prepare the daily Media Digest for Management and provide, as required, media trend analysis through Situation Reports and other means;
- Coordinate Branch submissions for periodic and annual reporting on Branch activities;
- Perform other duties, as required.
RECRUITING PROFILE

A first-level university degree in abovementioned fields with minimum seven years of qualifying experience may be accepted in lieu of the advanced university degree.
Desirable: Experience using media monitoring tools (e.g., Brandwatch) and familiarity with social media platforms.

Essential: A minimum of five years of professional-level experience in communications, public relations and/or public diplomacy with international and private sector organisations, policy institutes or NGOs, preferably in the sphere of arms control and international peace and security.

- Good knowledge of international security, weapons of mass destruction disarmament and non-proliferation issues as well as of multilateral treaties and organisations would be an advantage;

- Professional-level writing skills with ability to produce user-friendly materials for a variety of audiences;
- Demonstrable knowledge and understanding of media monitoring communication strategies and technologies;
